Rep. Mann Fights President Biden’s Taxpayer-Funded Abortion Hotline, Introduces Legislation in Response

WASHINGTON, D.C. —  U.S. Representatives Tracey Mann (KS-01) and Ashley Hinson (IA-02) introduced legislation that would prohibit President Biden from using taxpayer dollars to fund a counseling or referral system for abortions, a plan President Biden announced in April. Earlier this week, Rep. Mann and Rep. Hinson led more than 50 of their colleagues in sending a letter to President Biden opposing the creation of his proposed $1.5 billion, taxpayer-funded abortion hotline.  

“Abortion has desensitized our nation and resulted in the deaths of nearly 64 million unborn American citizens, which is basically the entire population of the Midwest,” said Rep. Mann. “Last year, the U.S. Supreme Court overturned Roe V. Wade, rectifying a wrong that has plagued our country for decades, and while that is a huge triumph for the right to life, there is still work to be done. President Biden’s abortion hotline is a gross violation of the law, and my Republican colleagues and I are working to prevent it from going live. I believe that life begins at conception, and I will fight to protect the lives of all Americans – born and unborn.” 

“Taxpayer dollars should never fund elective abortions and using public funds for an abortion hotline is unconscionable,” said Rep. Hinson. “I am proud to work with Congressman Mann to stop the abortion on demand agenda pushed by this Administration and I will continue working on pro-life policies that protect innocent life and support expecting moms and families.”  

“It is simply cruel to force taxpayers to pad the bottom line of the profit-driven abortion industry,” said Jeanne Gawdun, Director of Government Relations, Kansans for Life. “We urge the Biden Administration to immediately change course in order to provide true assistance for women facing unexpected pregnancies and instead link those who need help with pregnancy resource centers that freely offer compassionate, personalized care.”  

“The Biden Administration is high jacking taxpayer dollars to implement a national hotline to tell women where to have an abortion,” said Penny Nance, CEO and President of Concerned Women for America. “Women need support and resources to feel empowered to make the right choice to have their babies in a culture that tells them they cannot do it. Shame on this Administration for pushing women in a moment of vulnerability to end their little one’s life. Women and their babies deserve more.” 

“The Biden Administration will stop at nothing to promote abortion on demand, including misusing Title X Family Planning funds to create an abortion hotline,” said Hon. Marilyn Musgrave vice president of government affairs for SBA Pro-life America. “This administration is wildly out of step with the majority of Americans who do not want their taxpayer dollars to fund abortions. We thank Congressman Mann and his colleagues for standing up to the Biden administration, and we are grateful for their leadership in fighting to redirect these funds to resources that would help pregnant women and girls in obtaining the necessary and life-affirming care they deserve.” 

“Once again, President Biden is deliberately violating the law in order to advance the Left’s extreme abortion agenda and force taxpayers to foot the bill,” said Jessica Anderson, Heritage Action Executive Director. “The American people want Title X to be used for its original purpose, not for taking the lives of unborn babies and harming their mothers. Congressman Mann’s letter stands up to Biden’s regime and defends the sanctity of life.” 

"The billion-dollar Abortion Industry and their political sugar daddies are not fighting for 'access' to life-ending drugs, devices, and surgeries, they are working for money and to use the coercive power of government to get more,” said Kristan Hawkins, President of Students for Life of America and Students for Life Action. “If this was about a choice, then corporate abortion should respect the conscience rights of millions of Americans who do not want to fund ending the lives of innocent children. Instead, the push to use government funds represents the heart of their agenda, death for profit, coercion instead of choice. Students for Life Action calls for an end to any taxpayer funding that props up the deadly industry of death by abortion. If the abortion lobby was truly 'pro-choice' they would offer life affirming options to women in need such as prenatal care, counseling services, and many other free resources that pregnancy centers offer to thousands of women every year."  

“The Biden Administration’s announcement that they will use Title X grants to fund a national abortion hotline is both dangerous for women and reckless spending of $1.5 million taxpayer dollars in violation of the Hyde Amendment,” said Ruth Ward, Director of Government Affairs, Family Policy Alliance. “Family Policy Alliance strongly supports Rep. Tracey Mann and members of the House in their opposition to this hotline. We thank them for rightly telling the administration that women need holistic care when seeking help. More abortion is not the answer.”

The Public Health Service Act of 1970 established Title X funds to help low-income and uninsured women access health care and family planning services. The statute explicitly prohibits Title X funds from supporting abortion services. 

In October 2021, the Biden Administration provided Title X funding to clinics that perform elective abortions by requiring grantees to make abortion referrals. 

In April 2023, President Biden announced he would devote $1.5 billion of Title X funds towards establishing an abortion hotline to counsel individuals on how to obtain an abortion.
