WASHINGTON, D.C. - U.S. Representative Tracey Mann (KS-01) has taken a stand to protect taxpayers' interests by voting in favor of H.R. 788, the Stop Settlement Slush Funds Act. This legislation aims to put an end to the federal government's practice of using litigation settlement proceeds for political purposes, without the approval of Congress.
In a statement, Rep. Mann expressed his motivation for supporting the bill, stating, "Today, I voted to end President Biden’s settlement slush fund. President Biden and his administration actively divert settlement proceeds from injured parties to line the pockets of politically favored third-party entities. Kansans in the Big First District are sick and tired of the government being weaponized against them to fund partisan agendas. The Stop Settlement Slush Funds Act puts a commonsense stop to this practice and protects Americans from paying for things that they don’t want."
The Biden Administration revived a settlement slush fund policy in 2022 that was originally implemented during the Obama era. This policy allows the U.S. Department of Justice to enter into quid-pro-quo agreements, where fines are transformed into donations to specific activist groups or programs. Unfortunately, this practice diverts funds away from injured parties and the U.S. Treasury.
The Stop Settlement Slush Funds Act seeks to address this issue by implementing the following measures:
- Reinforcing the authority of Congress to determine how taxpayer dollars are spent, thereby curbing executive abuse.
- Establishing safeguards and reporting requirements to ensure transparency and accountability for agencies and officials entering into litigation settlement agreements.
- Safeguarding American taxpayers from having their money used for purposes they do not support.
The bill successfully passed in the U.S. House of Representatives with a vote of 211-197. It has now been sent to the U.S. Senate for further review.
