WASHINGTON, D.C. – U.S. Representative Tracey Mann has introduced the Reining in Federal Licensing Enforcement (RIFLE) Act, a bill aimed at safeguarding Federal Firearm Licensees from being unfairly targeted by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) under President Biden's administration.
In a statement, Rep. Mann expressed concerns about the ATF's overreaching directives, which have been causing small and mid-sized gun stores across Kansas and the country to be forced out of business. He accused President Biden of attempting to circumvent the Second Amendment by targeting local gun stores. Rep. Mann said, "President Biden’s ATF has been going to great lengths to shut down small and mid-sized gun stores across Kansas and the country. Its zero-tolerance policy is an abuse of power against even the most minor of clerical errors."
The RIFLE Act introduced by Rep. Mann aims to address these concerns and protect the livelihoods of gun store owners. The key provisions of the legislation include establishing a clear definition of what constitutes a willful violation, ensuring that the ATF works with Federal Firearm Licensees (FFLs) to achieve compliance before revoking a license, allowing FFLs to review and appeal ATF determinations before an administrative law judge, and allowing individuals whose licenses were revoked to reapply under the new definition of willfulness.
Gun Owners of America, a leading organization in the fight to protect Second Amendment rights, has welcomed the RIFLE Act. Aidan Johnston, Director of Federal Affairs of Gun Owners of America, stated, "This policy is just one of the numerous intimidation tactics the Biden Administration has initiated to harass law-abiding gun owners and firearm dealers into submission, and GOA refuses to stand by and tolerate it." The National Rifle Association has also expressed its support for the legislation.
Rep. Mann emphasized the importance of the Second Amendment as a fundamental right. He stated, "The Second Amendment is a load-bearing wall in our system of rights. If you weaken a load-bearing wall, the entire structure is compromised." Rep. Mann highlighted the alarming 500% increase in FFL revocations under President Biden's leadership, describing it as unacceptable and indicative of the administration's strategy to erode the Second Amendment rights of law-abiding Americans.
The RIFLE Act introduced by Rep. Mann seeks to put an end to the ATF's zero-tolerance policy and provide accountability by creating an appeals process for mistreated FFLs. It aims to protect the rights of gun owners and ensure that the ATF operates within its intended boundaries. Supporters of the bill urge the House to take swift action to rein in the ATF's attacks on the Second Amendment.
