U.S. Representative Tracey Mann has reintroduced the Reining In Federal Licensing Enforcement (RIFLE) Act, aiming to strengthen Second Amendment rights and protect small gun store owners from the Biden Administration's Bureau of Alcohol, Tobacco, Firearms, and Explosives’ (ATF) zero tolerance policy. This policy has reportedly led to increased revocations of Federal Firearm Licenses due to minor clerical errors.
Rep. Mann criticized President Biden for "weaponizing the federal government against gun store owners," claiming that the zero tolerance policy undermines constitutional rights. He emphasized his commitment to opposing this policy and called for more oversight of ATF practices.
The RIFLE Act seeks to ensure collaboration between ATF and Federal Firearms Licensees (FFLs), define what constitutes a willful violation, allow FFLs to appeal ATF decisions, and reinstate licenses affected by the zero tolerance policy. The bill also proposes establishing a website for reimbursement claims related to legal fees incurred under this policy.
Aidan Johnston from Gun Owners of America expressed concern over the continued enforcement of the zero tolerance policy and urged Congress and the White House to support Rep. Mann's legislation.
Several representatives have joined Rep. Mann in introducing this bill, which is also supported by the National Rifle Association.
Rep. Mann has been an advocate for gun rights, previously introducing similar legislation and opposing measures perceived as restrictive on firearm ownership.
