In his remarks during the committee's markup session, Mann emphasized that the bill introduces essential accountability measures for SNAP, including expanded work requirements for able-bodied adults without dependents and closing of loopholes in work requirement waivers.
Mann praised Chairman Thompson for his leadership in crafting a bill aimed at revitalizing the farm economy. He noted, "This bill makes crucial investments to support the farmers, ranchers, and agricultural producers of the Big First and across rural America."
The legislation seeks to provide relief to farmers facing increased production costs and declining commodity prices by updating reference prices, expanding access to crop insurance, and investing in export promotion programs. Mann believes these steps will help ensure a stable food supply.
Furthermore, the bill directs funds towards areas with high returns on investment such as addressing maintenance backlogs at land-grant universities like Kansas State University for agricultural research and enhancing livestock biosecurity against threats like New World Screwworm.
Mann underscored that reforms to SNAP are designed not just for efficiency or cost-saving but also to preserve benefits for those genuinely in need while encouraging able-bodied individuals without dependents to re-enter the workforce. He stated that these changes aim "to protect and preserve the SNAP program for those who need it most."
He concluded by emphasizing agriculture's vital role in supporting national food security and economic strength. Mann urged timely action from Congress: "Now is the time for this Committee to step up and deliver... Passing this bill is a commitment to rural America and to the future of American agriculture."
