U.S. Representatives Tracey Mann and Derek Schmidt, together with Senators Jerry Moran, Roger Marshall, and Markwayne Mullin, have introduced new legislation aimed at reforming the governance of Haskell Indian Nations University. The proposed bill seeks to transfer the university's management from the Bureau of Indian Education (BIE) to an independent Board of Regents nominated by Tribal communities while maintaining federal funding.
Rep. Mann highlighted Haskell as a unique institution meant to serve Native American students but criticized its current oversight: "For far too long, the U.S. Department of Interior and the Bureau of Indian Education have mismanaged the university." He emphasized that this legislative effort is designed to protect Haskell's heritage by placing its governance in the hands of those closest to it.
Senator Moran echoed these sentiments, stating that "the best path forward is for the university to be led by an independent Board of Regents nominated by the Tribal community." He mentioned that the BIE has neglected critical responsibilities such as protecting students and maintaining infrastructure.
The legislation comes after months of consultation with Native American leaders and communities. Joseph Rupnick, Chairman of the Prairie Band Potawatomi Nation, expressed his support for strengthening Haskell as a federally chartered institution: “I look forward to discussions in the new year with Tribal leaders and Haskell alums."
Dalton Henry from the National Haskell Board of Regents also backed the move, stating that shifting oversight will affirm that "Tribal Nations are best positioned to guide Haskell’s future."
In addition to federal support, local voices like Bonnie S. Lowe from The Chamber of Lawrence also praised these efforts: “These efforts are important steps toward ensuring the University’s success for generations.”
Haskell Indian Nations University currently stands as a singular four-year postsecondary institution under BIE control but faces significant challenges including outdated infrastructure and high dropout rates. Proponents argue that transferring governance will address these issues more effectively.
