Rep. Mann supports H.R. 4 aiming at $9 billion federal spending cuts

Today, U.S. Representative Tracey Mann (KS-01) voted in favor of H.R. 4, the Rescissions Act of 2025. The bill was passed by the U.S. House of Representatives with a narrow vote of 216-213 and aims to codify the Trump Administration’s rescissions request, which would cut back $9 billion in federal spending.

Representative Mann expressed his support for the bill, stating: “President Trump ran on three things—securing the border, lowering taxes, and uprooting wasteful, fraudulent, and abusive spending.” He further criticized past administrations by saying: “For years, President Obama and President Biden talked about our bloated national debt and tried to push more taxes on hard-working Americans. President Trump is the first president in two decades to actually do something about our debt and roll back wasteful spending.”

Mann highlighted several programs targeted by the rescissions package as examples of unnecessary expenditure: "$167,000 for free education and healthcare to Ecuadorian and Venezuelan migrants," "$889,000 for electoral reforms and voter education in Kenya," "$1 million for voter ID in Haiti," among others.

The rescissions package includes cuts to a variety of programs such as LGBTQI+ initiatives across different regions including the Caribbean and Western Balkans. Other notable items include $3 million allocated for Iraqi Sesame Street and $2.5 million for teaching children environmentally friendly "reproductive health" decisions.

H.R. 4 will now proceed to the White House where it awaits the President's signature.
